The Cut Energy Bills at Home Act was introduced in the Senate with bipartisan support. If passed, the bill would create a new federal 25e tax credit -- the FIRST residential performance-based tax credit available for homeowners who make energy certain efficiency improvements.
This is an important piece of legislation – not just because of the enhanced choice this offers the taxpayer, but also because it lays out a unique path for using tax credits that are linked to documented energy savings delivered in homes.
Here at Efficiency First, we're excited about the benefits this proposed tax credit could have for the building performance industry. Throughout this year, we've been working hard behind the scenes in D.C., building off of the efforts you and others in the industry made in 2009 and 2010 to advocate for performance-based policy solutions.
Now that the proposed 25e tax credit legislation is out in the sunshine, the heavy lifting begins, and it will be up to all of us, working in unison and collaboratively, to move it forward.

McNeal & White Contractors began in 1998 as a partnership between JR McNeal and Marc White. At the time, JR and Marc put over 20 years combined construction experience together to specialize in residential and commercial carpentry.
From that beginning the two grew McNeal & White Contractors Inc. from carpentry contractors to full “shell” contractors. During the mid 2000s construction flourished so did McNeal and Contractors Inc., and with this prosperity JR and Marc decided to further expand their scope of work rather then fall victim to contentment. McNeal and White Contractors, Inc. became Certified General, Residential, Roofing, and HVAC Contractors, all the while still providing their core “shell” contracting services to those homebuilders and commercial contractors that helped build their business. During this time MWC also decided to help the community further by getting involved in WAP, the Weatherization Assistance Program. MWC is a preferred contractor with the state of Florida, working with several agencies in Florida providing much needed weatherization to many homes and mobile homes to those who qualify for assistance.
